Overview
Start with the bargaining unit.
Tell BargainScope who you bargain with once. Research, intelligence, market comparisons and negotiation work stay connected from there.
Current matter snapshot
Agreements and sources already in your workspace
Can't find the employer or market you need?
Request it here. BargainScope reuses verified evidence and known source roots first, builds a comparable market from what it already knows, and routes only the highest-value missing work. You do not need an admin screen or an official-directory URL.
Tell BargainScope what you need.
Employer and state are enough to start. Add the unit, sector, or county when you know them.
Research a region or directoryAdvanced · use when you need a whole market rather than one bargaining unit
Research a whole directory or region
Use this when you want to scan an official agency list rather than request one specific employer or market.
Current contracts first — historical leads stay useful
Library
Manage the agreements BargainScope knows: open sources, review findings when needed, edit comparison profiles, and clean up duplicates. Comparison lives in its own workspace.
Shared Intelligence → Contract Library
This health card now reads the same canonical Contract Library and Intelligence Spine used by BargainScope’s other modules. Library records, verified source/evidence, normalized intelligence, and agreement links stay synchronized instead of being reported from an obsolete crawler-bridge counter.

Choose a bargaining unit
Start in Research and BargainScope will keep the exact employer, unit, agreement and peer market together.
What the intelligence means
Verified facts stay separate from calculated analysis. BargainScope shows what is usable now, what it means, and which evidence remains incomplete.

Evidence
Every source used by this matter, organized by what it supports. Source facts, context and calculated analysis remain separate.

What matters before you open the contract
BargainScope turns the first search result into a source-aware bargaining snapshot: current agreement, unit, economics, benefits, market readiness, and known gaps. Missing facts stay missing.
Financial + demographic intelligence
Employer-scoped facts only. Agency and bargaining-unit facts are referenced, not copied into the wrong scope.
Staffing + hiring + operating context
Agency-scoped context stays attached to the correct Police, Fire, Public Works, EMS, or other agency.
Units, agreements, economics + evidence
Current agreements, known recovery gaps, verified economics, benefit context, arbitration links, and source evidence stay connected to the same verified employer, agency, unit and agreement identities.
What BargainScope knows it is still missing
Known gaps remain visible and actionable instead of disappearing just because the current agreement or exact economics are not recovered yet.
Shared BargainScope crawl corpus
The county crawl corpus still loads into shared Firestore and the private Google Drive crawler inbox remains hands-free. Build 36 adds source-first employer and benefit context: exact Census ACS matches can enrich population and median household income, while insurance context shows only human-approved contract findings or source-verified crawler fields. Unsupported facts stay unresolved.
Production crawler feed
New crawler JSON goes through the same verification gate and is imported straight into Contract Library. Verified rows become comparison-eligible; incomplete rows remain visible but flagged.
records, agreements, candidates, or results.
```json, or JSON copied with surrounding text. BargainScope will normalize, verify, dedupe, and promote the paste into Contracts.
Legacy staging queue
Older staged records remain here for recovery; new crawler feeds go directly to Contracts.
Ingestion & Pipeline Status
One operational view for crawler discovery, Contract Library ingestion, parallel intelligence workers, source recovery, exact dedupe, agreement relationships, verification, fingerprint readiness, and background AI spend.
Run the ingestion check once after deployment to hard-verify the full handoff.
Unattended county + statewide missions
Coverage routing: the score controls crawl effort only; it does not certify exhaustive county completeness. Maintenance Mode requires separate evidence/currentness gates and is immediately overridden by successor risk.
Full-intelligence job lanes
Diagnose → repair → verify → receipt
Safety boundary: transient transport failures, expired work, missing indexes/extraction handoffs, and moved/dead source routes may self-repair. Employer/unit identity, provenance, conflicting evidence, changed hashes, and unsupported data shapes are never silently resolved.
Global Governor rule: Illinois stays primary; explicit non-Illinois learning lanes receive at most one claim total per cycle when capacity exists. Same-target/same-lane duplicates and excessive same-domain work are deferred before dispatch. Firecrawl Map remains behind the credit governor and an explicit approval lock; this build cannot activate Firecrawl automatically. Source capture, SHA-256 dedupe, lineage, and Evidence Vault rules remain mandatory.
Paid crawler recovery
Build 36.4 controls remain active: free source routes continue normally; paid background recovery is throttled and fingerprints remain user-triggered.
Know where your bargaining unit stands
BargainScope keeps the active matter, verified peers, market position, and source evidence together. Results come first; change the peer set only when you need to.
Your verified comparison market
The active bargaining matter supplies the exact focus agreement and peer set. BargainScope ranks only compatible, source-supported facts and leaves unsupported values unresolved.
Exact semantics only: BargainScope will not mix annual and hourly pay, dollar and percentage insurance contributions, different coverage tiers, or incompatible classifications. Missing values stay missing.
Verified comparison results
Results appear only where the focus and peers share the same typed comparison meaning.
Verified source evidence
Build the comparison you want to use at the table
Select and reorder provisions, choose benchmark statistics, decide what detail travels into print/download/share, and save the setup as a reusable preset.
Negotiation Costing Calculator
Model employer cost, employee economic value, and current-market context across four contract years. BargainScope starts blank: verified Matter inputs are optional click-to-use references, and user assumptions never become verified facts.
Bring the focus bargaining unit into the negotiation workspace
This is a read-only bridge from Verified Market Compare. Verified facts stay evidence; costing inputs stay assumptions.
Market position beside the proposal
Show the active Verified Market Compare group beside your working negotiation model. No market value is copied into the proposal.
Set the Matter-specific payroll baseline
Enter a verified or user-supplied annual base payroll, or model from unit size × average base pay. No numeric assumptions are prefilled.
Baseline vs. proposal
| Path | Year 1 | Year 2 | Year 3 | Year 4 |
|---|---|---|---|---|
| Baseline primary increase | ||||
| Baseline effective month | ||||
| Baseline second increase | ||||
| Baseline second month | ||||
| Proposal primary increase | ||||
| Proposal effective month | ||||
| Proposal second increase | ||||
| Proposal second month |
Month 1 = January. A second increase is compounded when it becomes effective. Annual payroll is prorated by month; the full year-end run rate carries into the next contract year.
Negotiation scenario library
Save a complete Matter-linked proposal model, including its verified-input provenance and intelligence revision. Scenarios remain user working records and participate in the negotiation workspace backup/sync model.
Compare two saved proposals
Put any two saved costing scenarios side by side without changing the current working assumptions.
| Year | Scenario A employer cost | Scenario B employer cost | A − B | A employee value | B employee value | A cumulative | B cumulative |
|---|
Incremental employer cost
| Year | Baseline payroll paid | Proposal payroll paid | Wage delta | Wage load | Recurring comp Δ | Recurring-comp load | Insurance/benefit Δ | One-time | One-time load | Employee value | Employer cost | Cumulative employer cost |
|---|
Offer Analyzer
Compare two economic offers against the same baseline. BargainScope calculates cost differences deterministically and keeps the labels neutral; the model does not decide which proposal is “better.”
Unit and payroll assumptions
These values are shared with Negotiation Costing. Change the baseline there and this analyzer updates automatically.
Timing & employer-load precision
Month 1 = January. Use exact timing only when the proposal specifies it. A second wage increase compounds from its effective month.
Proposal exchange register
Record what actually crossed the table—proposal, counter, package, language, schedule, or reference—without treating the record itself as verified BargainScope evidence.
Negotiation round history
Freeze the current A/B offer pair as a round so later counters never erase the path that got you there.
Negotiation issue tracker
Track movement on wages, insurance, leave, scheduling and non-economic issues alongside the costing model. Positions are working notes, not verified contract facts.
What moved since the last preserved session?
Compare current working offers and issue statuses against the most recent saved round. Save a round before a session ends to create a clean checkpoint.
See the economic distance across bargaining rounds
Tracks the modeled A/B cost gap over preserved rounds. A narrowing gap is movement, not a recommendation or prediction of settlement.
Track what is actually closed
Pull tentative/resolved issues into one register. Confirmation metadata is a working record only and does not create or prove a binding agreement.
Settlement readiness board
See what is still open before the working settlement can be documented: issue closure, missing working language, economic-model distance, active proposal records, and session follow-up.
Bargaining Brief
Turn the current BargainScope evidence into a negotiation-readiness brief: agreement snapshot, peer position, verified history, employer context, benefit pressure, market signals, and explicit intelligence gaps.
Arbitrators, awards, issues, reasoning and comparables
Track public-sector interest arbitration at the issue level. BargainScope preserves what each party proposed, what was selected or drafted, the reasoning and comparables actually used, and the authoritative award lineage.
Ask about an arbitrator or arbitration issue
BargainScope checks the evidence it already owns first. If needed, it refreshes the official Illinois index within a strict cost cap.
Issue history
Patterns are descriptive and source-backed, never a directional score.
Awards & individual issues
Click an award to inspect positions, outcome state, reasoning readiness and source lineage.
Ask BargainScope
Ask natural-language questions across your BargainScope evidence. Answers are AI-assisted, constrained to source-linked workspace data, and show the supporting agreements and pages instead of guessing.
Grounded bargaining questions
I’ll use only source-linked or verified workspace facts. If the evidence does not support an answer, I’ll say that instead of filling in the gap.
Clean working summary of where the deal stands
Combines current modeled economics with tentative/resolved issue language and the TA register. It is a working summary—not a signed agreement or ratification record.
